- Windows Logo Key+R to Open 'Run' box, in the Run box
- Type regedit and press Enter Key to Open Registry Editor
- Type gpedit.msc and press Enter Key to open Local Group Policy Editor
How to change the Log-In screen image on Windows 7
- Go to registry editor (Windows Key+R and type regedit press Enter)
- Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background
- Double Click on OEMBackground and Change the Value data 0 to 1

If the key 'OEMBackground' not exist, right-click on the right pannel New-->DWORD Value with the name OEMBackground.
- Go to C:\Windows\System32\oobe (if you have Windows in C: Drive or change the drive letter to your Windows installed drive).
- Create a Folder with the Name info and create a backgrounds folder inside the info folder.

Rename your wallpaper/image to backgroundDefault.jpg (the image file should be in .jpg format and less than 256 KB) and place it inside the backgrounds folder.

- Go to Computer Configuration\Administrative Templates\System\Logon
- Find the “Always use custom login background” From the right-side panel,
- Double Click on it
- Click on Enabled then Click on OK button
